B. Andrew Dutcher, Esq.Andy’s practice focuses on the areas of Taxation, Wills, Estate Planning and Administration, and Medicaid Planning.

Andy was born in Elmira, New York, graduated from the University of Rochester in 1972, received his J.D. from Boston University in 1975 and his Masters of Law in Taxation from Boston University in 1976. He has practiced law in Rochester, New York, since 1976.

Andy is an active member of Asbury First United Methodist Church, where he has served on the Board of Trustees, as Chairperson of the Dining and Caring Center, and Chairperson of the church’s Outreach Task Force. He is past Treasurer of the Highland Hospital Foundation and presently serves as Treasurer of Hope Hall, a school for students who learn differently. He is also a Board Member of the Association for Teenage Diplomats (ATAD), which facilitates international high school exchanges. He is a member of the Development Committee for the Mercy Prayer Center in Rochester.

Andy and his wife, Margaret A. Scott, have a daughter, Jessica, and a son, Benjamin, in addition to an “adopted” Russian son, Pasha, and an “adopted” Polish son, Eryk. He is an avid reader and enjoys genealogy research, gardening and traveling with his family.

Miles P. Zatkowsky, Esq.

Miles P. Zatkowsky, Esq.Miles received his Juris Doctor in 1981. Following law school, he worked for the Justices of the Appellate Division of the Supreme Court of the State of New York, in the Second Judicial Department, one of the busiest appellate courts in the nation. Today, his practice is focused on Elder Law, with a particular emphasis on Guardianships for incapacitated individuals, Medicaid Planning and Asset Protection, Estate Planning, Probate and Estate Administration. He also engages in civil litigation involving the recovery of assets wrongfully taken from elderly clients.

Miles lectures frequently on Elder Law issues involving Guardianships, hospital discharge planning and nursing home placements for various bar and judicial associations, and medical and health care groups. He is active in the National Academy of Elder Law Attorneys, serving on the Guardianship Steering Committee, and the New York State and Monroe County Bar Associations’ Elder Law Committees and the state’s Executive Committee. Miles serves on many Boards and Committees and is currently a Director of the Rochester Area Alzheimer’s Association, the Rochester Board of Directors of the American Diabetes Association and is the Advocacy Chair, serving on national committees for the ADA. He is also one of the original Trustees of the Future Care Planning Pooled Supplemental Needs Trust.

He is a member of the Elder Abuse Prevention Consortium, a collection of professionals whose objective is to protect the rights of elder adults and reverse the growing trend of abuse. Miles also serves on the Monroe County Older Adult Fatality Review Committee, one of only a few panels in the nation which reviews the cases of deaths of older adults to assist in improving the availability of services in an effort to prevent future abuses and fatalities.

Born in Brooklyn, Miles moved to Rochester, New York, in 1986 and now resides in Brighton with his wife and two dogs. He has two grown daughters. When not practicing law, Miles is an avid cyclist, and enjoys skiing and the outdoors.
